Enabling Request Execution on Hosts

Most request types generate jobs that modify the SSH keys on target hosts. Hosts belonging to applications need to be in the managed state to allow automatic job execution. Furthermore, key-renewal requests are always executed as staged key renewals, which requires that the SSH client configuration on the target hosts is also in the managed state.
